In Turkey, there was no legal basis for renewable energy cooperatives, so this form did not exist in practice. The founders first looked at international examples and then lobbied for legislation to give the cooperative form a legal basis. Once this was done successfully, they gave substance to the concept of an energy cooperative through the good practices they had learned. Finally, the Troy energy cooperative based on solar power was established on a voluntary basis as a model project.
