The ENTRAIN project aims to improve the capacities of public authorities to develop and implement local strategies and action plans for enhancing the use of RES in small district heating networks. In one of the target regions, the city Energy Cluster undertook the following activities: it created a Regional Stakeholder Advisory Group, diagnosed the heating market, analysed the potential for the further use of RES in district heating, developed an action plan to increase the use of RES in heating, prepared a pilot investment in district heating, and proposed relevant financial tools.
