Citizens’ Committee of Luxembourg 2050 Biergerkommitee Lëtzebuerg 2050

From January 2021 to January 2022, 30 citizens worked at the request of the Ministry of Energy and Spatial Planning to draw up recommendations on how the “functional cross-border territory of Luxembourg” should develop to become carbon neutral by 2050. In the first phase, the group of citizens had the opportunity to become informed by immersing themselves in this vast issue concerning the transformation of a territory to zero-carbon status by 2050. They followed twelve videoconferences, which dealt with climate, biodiversity, geography, the functioning of the territory (mobility, housing, labour market), the economy and climate change. The lectures were each followed by a closed discussion between the experts and the group, which was also given the opportunity to intervene and influence the methods or content it wanted to hear. Then, in a second phase, starting in July 2021, the group members met to first put everything together, then structure this mass of information and discuss the conclusions that could be drawn, and finally draft the recommendations.
